Why Replace a Fuse Box with a Breaker Panel in Ontario

Panel Upgrades · October 29, 2026

Still living with an old fuse box in a Toronto or GTA home? Searches for fuse box replacement Toronto and are fuse boxes still legal in Ontario often ask: keep the fuse panel, or move to breakers?

Our position is clear: we think all fuse boxes should be replaced with breaker panels. It is safer.

This Guide covers why, how the two panel types differ, how legality fits without undercutting that recommendation, and what licensed panel upgrade work (including fuse-to-breaker) looks like. Electro Group Ltd. serves Toronto and surrounding areas. For a planned assessment, request a free quote.

Why We Recommend Replacing Every Fuse Box

  1. Wrong-size fuses. Fuse panels let someone screw in a fuse that is too large for the circuit. That can overload and overheat the wires and can result in fires.
  2. You may not know what a previous owner did. Even if the current owner never upsized a fuse, a previous owner may have. You cannot tell without opening the box and checking wire size. Only a licensed electrician should do that with power de-energized, then judge an acceptable fuse size from the wire size and the devices on that circuit.
  3. Breakers do not swap amp ratings the same way. With breakers, the amp rating is not something you casually screw in larger—so you do not have that wrong-size problem in the same form.
  4. No buying a new fuse every time. When protection opens on a breaker panel, you reset the breaker after the problem is fixed—no spare fuses for every trip.

Those points are why we treat fuse-to-breaker as the default safer path.

Do not open the panel cover or touch bus bars, lugs, or bare wires. Opening the box belongs to a licensed electrician with the power off.

Fuse Boxes vs Breaker Panels

A fuse box uses screw-in or cartridge fuses. When a circuit overloads, the fuse element opens and you replace the fuse. A breaker panel uses resettable circuit breakers. When a breaker trips, you reset it after the problem is fixed.

Breakers are the modern standard for most new residential work in Ontario. For existing fuse panels, our recommendation is still replacement. Capacity and condition shape scope; they do not change the safer default.

Are Fuse Boxes Still Legal in Ontario?

At a high level:

  • An existing fuse panel that was properly installed may still be found in older Ontario homes.
  • New work and major electrical changes are generally expected to meet current Ontario Electrical Safety Code requirements—often with modern breaker equipment for the work being done.

Legality is not the same as our recommendation. Even where an old fuse box may still be in service, we recommend replacing it because it is safer. Panel-only fuse-to-breaker vs a larger service upgrade is decided on site from condition, load, and planned work.

Replacement as the Default Safer Path

Fuse box replacement Toronto work starts from that safer default. Secondary drivers that often shape scope:

  1. Capacity and space. Older fuse panels often have limited circuits. An EV charger, kitchen or basement reno, heat-pump load, or generator transfer may need space and ampacity the fuse box cannot provide.
  2. Condition. Heat damage, corrosion, loose connections, missing covers, or repeated blown fuses under normal use are red flags. Leave diagnosis to a licensed electrician—do not “upsize” fuses.
  3. Sale, renovation, or insurance conversations. Brokers and buyers often ask about older electrical equipment. We speak to the electrical work and ESA process—not to how any insurer will underwrite the home.

A fuse-to-breaker change can be a panel replacement (service size may stay the same) or part of a service upgrade (more capacity from the utility). Insurance Conversations—Without Outcome Promises

Insurers and brokers sometimes ask whether a home still has a fuse panel. That does not mean any specific outcome for your policy. Coverage, premiums, and acceptance are between you and your insurer or broker.

We can assess the fuse panel, recommend fuse-to-breaker or a service upgrade where it fits, complete licensed work with an ESA permit, and provide paperwork you may share with your broker if they ask. That is not a promise of coverage, a premium change, or acceptance. Ask your broker what they need. We do not market standalone insurance or home electrical inspections.

ESA Permit, Toronto Hydro, and Who Does What

Panel and service work in Ontario generally needs an ESA Notification of Work. We take out the ESA permit and arrange the inspection. This is not DIY.

When a service upgrade is involved in Toronto, Toronto Hydro (or your local utility) generally disconnects and reconnects power. We coordinate that with the electrical work. Panel-only fuse-to-breaker may not always need a utility disconnect.

Hire a properly licensed contractor. Verify a licensed electrician in Ontario before work starts. Electro Group Ltd. holds ESA Licence #7017939. Our team brings 15+ years of experience.

FAQ

Are fuse boxes still legal in Ontario?
An existing fuse panel may still be found in older homes. New or major work is generally expected to meet current Code. Legality is not our recommendation to keep one. We recommend replacing fuse boxes with breaker panels because it is safer.

Why replace a fuse box if it still “works”?
Wrong-size fuses can overload and overheat wires and can result in fires. A previous owner may have upsized a fuse without you knowing. Breakers avoid that same swap problem, and you reset them after the issue is fixed.

Is fuse box replacement the same as a service upgrade?
Not always. Fuse-to-breaker can be a panel replacement at the same service size, or part of a larger service upgrade when you need more capacity. See 100 amp vs 200 amp service.

Will replacing my fuse box lower my insurance premium?
We cannot promise any insurer outcome. After permitted work, you may have ESA-related paperwork to share with your broker. Ask them what they need.

Do you handle the ESA permit?
Yes. We take out the ESA permit and arrange the inspection.

Does Toronto Hydro get involved?
On many Toronto service upgrades, yes—disconnect and reconnect. We coordinate with Toronto Hydro or your local utility. Panel-only work may not always need a utility disconnect.
