Do You Need an ESA Permit for an EV Charger in Ontario?

EV Chargers · October 6, 2026

In Ontario, a Level 2 EV charger install generally needs an ESA permit. Here's what that means in Toronto and surrounding areas, and who files it.

If you've just bought an electric vehicle, or you're thinking about it, a home Level 2 charger is usually the first upgrade on the list. It's much faster than a regular wall outlet. But before anyone mounts a charger on your garage wall, there's a step most homeowners don't think about: the ESA permit.

Here's a plain-language look at what that permit is, why it matters, and how we handle it for our customers across Toronto and surrounding areas.

What Is an ESA Permit (Notification of Work)?

The Electrical Safety Authority (ESA) is the organization responsible for electrical safety in Ontario. When electrical work is done in a home, ESA generally needs to be notified so the work can be reviewed against the Ontario Electrical Safety Code.

What most people call an "ESA permit" is formally known as a Notification of Work. It's a filing that tells ESA what electrical work is being done and where. Once it's filed, the work becomes part of ESA's inspection process, and when everything checks out, you have a record showing the installation was reviewed.

Think of it as a paper trail for your home's wiring, not just red tape.

Why EV Charger Installs Generally Need One in Ontario

A Level 2 EV charger isn't a small plug-in appliance. It typically needs a dedicated 240-volt circuit, which means new wiring, a new breaker in your electrical panel, and sometimes a closer look at whether your panel can handle the added load. Your charger may draw power for hours at a time, often overnight, so the circuit has to be sized and installed correctly.

Because this is new electrical work, it generally falls under ESA's notification requirements in Ontario. Skipping the permit can create problems down the road, including:

  • Safety risks from wiring that was never reviewed
  • Questions from your insurance company if something goes wrong
  • Complications when you sell your home, since buyers and their inspectors may ask about unpermitted electrical work

Every home is a bit different, so the specifics of your installation, like your panel size, where the charger is going, and how far the wire has to run, will shape exactly what's involved.

What Electro Group Handles for You

When you hire Electro Group to install your EV charger, we take out the ESA permit for you. You don't need to figure out the forms, file anything with ESA, or wonder whether you've missed a step.

Here's what that typically looks like:

  1. Assessment and quote. We look at your electrical panel, your parking spot, and the route from the panel to the charger location, then give you a free quote for the install.
  2. Permit filing. We file the Notification of Work with ESA as part of the job.
  3. Installation. Our licensed electricians run the dedicated circuit and install your charger to code.
  4. Inspection. We coordinate the ESA inspection process so the work is properly reviewed.

We install a wide range of Level 2 chargers, including Tesla, FLO, Jule, ChargePoint and Leviton units. If you've already bought a charger yourself, that's fine too. We can install customer-supplied chargers as long as they're CSA-approved for use in Canada.

What Happens During the ESA Inspection?

After the work is done, ESA reviews it to confirm it meets the Ontario Electrical Safety Code. Depending on the job, that may involve an inspector visiting your home to look at the new circuit, the breaker, the wiring method and the charger connection.

Inspection timing depends on ESA, so we can't promise a specific date. What we can tell you is that we handle the coordination on our end and keep you informed along the way. If the inspector asks for anything to be adjusted, we take care of it.
